RX 580 Not detected

Msi RX 580 video card is not detected on device manager or outputting signal to the monitor.
Everything is connected properly. When connected to the GPU I don't even get the bios screen. Everytime I boot I get device not connected error, which goes away after several reboots.
I suspect that when I uninstalled Nvidia driver while amd card was installed, that this might have caused this issue. My motherboard is Gigabyte z97 gaming 7, updated to the latest bios.

Welcome to Super User! What do you mean by "7 updates to the latest bios"? Can you please uninstall all your graphics drivers and then, after reboot, install the AMD drivers? Don't uninstall integrated graphics card drivers, though.

Hello. I mean gigabyte z97 gaming 7 motherboard updated to the latest bios. I have already done that multiple times. Gpu is not detected at all even in the device manager or as a generic device.

Okey, yeah. A slight misunderstanding on my part, sorry. Then I would suspect a hardware failure. Can you try another OS, like live Linux or something?

I don't think it is a hardware failure because I have another rx 580 which is acting the same way. Nor do I think it is an OS issue because gpu doesn't even post, and that is not controlled by OS. I am almost sure that there is a software solution for this problem, as I have encountered this problem in the past and was able to resolve it. However right now the solution escapes me.
