Some of my Icons on the desktop an all icons in File Explorer are covered in a NEW PAGE icon
I have tried EVERYTHING. Deleted the iconcache.db, set it to READ ONLY, deleted everything in C:Users%username%AppDataLocalMicrosoftWindowsExplorer after I stopped explorer and performed this action in a cmd prompt, restarted the computer dozens of times and yet, after only a few minutes, all the normal folder, file type and some of my desktop icons have a "New Page" icon over it with the upper right corner turned down.
I don't know what else to do.

The affected drives are the external drives and C:Users...

- Picture 3 - Second picture showing problems with different drives
