Paint 'borderless window' game over taskbar, but not 'always on top'?

Is it possible to set up a window (Usually games) to run in full screen, without always being on top?
My end goal is I want to be able to have a specific window painted over the game, but the task bars get in the way, unless the game is always above.
If the game is always above, and has focus, then it draws over the overlay.

No, this is not possible. Also, we will not aid in you cheating, because that can get you banned, and we're not that cruel.

How is trying to watch Youtube, while playing Two Point Hospital cheating? You are assuming a hell of a lot. For the record, I've got YT working in Picture in Picture, and can get that working always on top, with the game windowed. But the game is under the task bars which is pretty annoying, because it's difficult to set the game size to not be the native monitors.

You said specific window and drawing overlay. Combine this with gaming, then this is usually done to cheat. A rule of thumb, the less specific you are, the more people will make assumptions. Provide as much information as possible if you want to ensure that people help you as best as they can.

Overlay, as in, composition. Is 'overlay' a term used for cheating? All I've ever seen is Discord / Teamspeak / Nvidia / Steam? I mentioned the 'game drawing over the overlay' not a 'drawing overlay' Specific window as in the KDE Window specific settings. Using KDE Plasma, I thought windows were just windows? so the specifics wouldn't matter unless it wasn't rendering inside a window, which games often don't, which is why I mentioned borderless window mode.
