Surface Can't Connect to Tv?

I have a Surface(not pro but not RT) running windows 10. I plugged in my mini port cable in and the hdmi side into the tv yet the tv says no signal but I don't see any picture.

I know they are connected as I see

Also once I pugin my cable I lose all sound from my surface, so I think it is trying to use the tvs sounds
