How to use multi cell formulas in Microsoft excel

Ok i need some help, i am trying to find out how to do multi line conditional formatting with specific values.
Example: if c22 = 3rd street then c23= work order number (123455)
Can someone point me in the right direction on how to formulate that?

ok, im still fairly new to excel, what i know i learned on my own, so my lingo may not be the same as the rest of you. But what im doing is a project for work, instead of putting the same info in multiple times, i need a way that will put the values in based on the job number. Example: if job number equals 4460019 in the C4 cell, then i need D4 cell to show, 13.2 kv Transformer Change out.
I did just google the Index and vlookup commands which i can use on other features of this same workbook i believe. If im understanding it right, it only gives you a reference. What im looking for is something that will automate Entrees for a cell based on the job work order number. This is a non stop growing database sort of speak. I do have it built exactly how i want it in Microsoft access database, i just got to do an excel version of that same database. Hopefully that makes sense...

FYI, it doesn't sound like what you need is conditional formatting, you may be looking forVLOOKUP
