$L_{2,0}$ constraint in the optimization problem

I am trying to solve a minimization problem where my constraint is $$||W||_{2,0} = 1$$where $W in R^{k times k}$. The constraint is used in such a way that only one column of $W$ matrix is non-zero. I don't know how to solve for above constraint.
