“Content File Locked” when trying to install and update steam games

I have a few questions:
How do I fix the "content file locked" error when downloading Steam games (I have tried different methods)?
What are the effects of running the command
netsh winsock reset
and what does this do to the computer, in simple terms?
I have tried excluding the file from AVG files scans, giving it the correct firewall permissions, changing the download region, verifying the game files, uninstalling and reinstalling the game files multiple times, and trying to repair the game files (though I did not let this finish because it took too long. Here is a list of some things that I have observed:
- The game files are empty.
- The error says that the location of the error is
C:[filelocation]PES2018.exe
. I presume that this is the main .exe file that is supposed to execute the game when I press "play," but it doesn't exist currently in the game files. I tried to make a text document in the game files and name it "PES2018.exe" and the computer told me I needed administrator permission, which I gave it. Once I gave the permission, it told me that I needed permission from [computer name]/[administrator sign in abbreviation]. It appears that it was telling me that I did not have permission to modify the text document. This could mean that Steam would have much less permission. - I might need to update drivers.
Ultimately, I have not tried netsh winsock reset
and would like to know exactly what it does in simpler terms so I know how it will effect the rest of my programs and the rest of the computer. If anyone has any other solutions, I would appreciate them. My computer is a Windows 10 Dell PC with an Intel i7 processor, 16 gigabytes of ram, and a nearly 1 TB hard drive. That netsh command is totally safe, it initializes the network stack... I think you should not use Urgent in the title... specially for a game!!

Can you please try to uninstall Steam, reboot and then install Steam again? Not sure that it would solve your problem, though. Also is this a recent problem? Was it working before?

I did have a similar problem a week or two ago and fixed it by uninstalling the game and reinstalling it. When the problem reoccurred a few days ago, I tried to fix it using the same solution but it didn't work. It was working before, but it seems that updates cause the problems. I I were to uninstall steam, would that affect the games installed on my computer? It would not remove any games from the computer, right?
