Does anyone know of any auto mail programs? [closed]

I'm looking for a program that can automatically create and send emails once a day.

The program would need to be able to read the contents of a txt file each time as the files content changes daily and then use this content for the body of the email before sending it to my smtp server which requires starttls and auth to be issued.

Does anyone know of any good programs capable of this?
